How to become an expert?

The experts of the Council prepare conclusions on the programmes under consideration, analytical studies, insights and evaluate scientific research projects, reports and other scientific works, as well as activities of research and study institutions or separate areas of activity. They may be invited to submit suggestions and comments on draft legislation and other papers, related to scientific policy and strategy, submitted to the Council for evaluation.

To register as an expert, you must fill in the questionnaire in Council's Expert Database (EDB) and submit an proposal for admission as a candidate for Council’s expert. When filling in the questionnaire, it is necessary to provide necessary data and attach a free-format curriculum vitae and a list of scientific publications (or works of art) within the past five years. The questionnaire takes 15–30 minutes to complete. The questionnaire is filled in parts, so after filling in one or more parts and saving the information, you can continue filling in the questionnaire at another time convenient for you. Registration as an expert in the database does not guarantee automatic selection. According to the submitted data in your profile on EDB, the Council assesses whether the persons meet the minimum requirements set for the candidate for the Council’s experts, specified in the general rules for the experts of the Research Council of Lithuania and their activities. Those who meet these requirements are approved as candidates for the Council’s experts, and, after performing the expert task on behalf of the Council, they become Council’s experts. Individuals can also check their status on their profiles by logging in to the EDB.

The Council shall select experts according to their need of expertise. Once you are selected, you will be contacted directly (by phone or e-mail) and informed about the nature of the task, the deadlines of its completion, and the approach. Experts shall be paid for the completed tasks. The individuals that have agreed to carry out expert tasks proposed by the Council shall be concluded a copyright agreement. Before they start, they shall have signed an Undertaking of an expert of the Research Council of Lithuania.

The Council’s experts are selected and the expert commissions are formed in accordance with the general rules for the appointment and activities of experts of the Research Council of Lithuania. Depending on the object to be evaluated, experts are selected according to their expert competencies and abilities necessary for the evaluation of that object. When forming an expert commission, it shall be also taken into account whether the expert work of the members of this commission will not cause a conflict of interest.

Candidates for the Council’s experts shall be notified about the proposal to perform expert work by telephone or e-mail, indicating the essence of the task, as well as deadlines and method of its performance. A copyright agreement shall be concluded with the persons who have agreed to perform the task proposed by the Council. Before starting the expert work, they must have signed the expert’s pledge to the Research Council of Lithuania.

The experts receive a remuneration for their work. The remuneration for the experts’ work depends on the task, the object to be evaluated, the nature and complexity of the evaluation, etc. Typically, the work of a expert commission evaluating proposalsor reports consists of an individual and group evaluation of the object in question. The remuneration for the work depends on the number of proposalsor reports evaluated by a member of the expert commission according to the established fee rate. The fee rate for the individual evaluation of the most frequently evaluated proposalsand reports are as follows:

Remuneration for group evaluation also depends on the number of proposalsor reports considered and the fee rate. The group evaluation fee is 9–17 Eur for the evaluation of one research or dissemination proposal or report and is related to the participation of experts in the meeting.

Remuneration for the preparation of exceptional tasks – programmes under consideration, analytical studies, insights, is determined separately each time, taking into account the scope of the task, complexity, its originality, urgency, as well as historical data on remuneration for similar tasks.

The experts of the Council who have performed one (or more) tasks during the last two years, at the beginning of each year, shall be disclosed on the website of the Council.

The experts who have assessed project proposalsfor the EU Structural Funds-funded measures shall be disclosed not only in the order prescribed by the Council, but also in compliance with the legal acts laying out the rules and procedures of measure funding by the EU Structural Funds (upon the evaluation of proposalsand the adoption of decisions on the project funding).
