About the Research Council

Research Council of Lithuania (RCL) is a science and studies policy implementing institution, which performs an expert and advisory function to the Seimas of the Republic of Lithuania and to the Government in matters of studies and experimental development.

RCL's mission – is to actively participate in the formulation of research, experimental development and innovation policy and to strive to make Lithuania's system of research, experimental development and innovation effective and in line with the expectations of Lithuanian society and global challenges, by applying organisational and financial instruments for competitive funding of scientific research.

The overarching goal of the RCL is to increase the value, efficiency and impact of science. This is achieved by developing activities along the following main axes:

  • to make science funding more efficient,
  • develop Lithuania's scientific community,
  • implementing the principles of open science.

As part of Lithuania's science policy, RCL:

  • perform an expert function,
  • conducting scientific performance evaluations,
  • administers the most important programmes for the development of Lithuanian science,
  • represents Lithuania's interests in science and experimental development issues in working groups of the European Union member states and in many international organisations,
  • implements competitive funding for science programmes.

The activities and structure of the RCL are set out in Lithuanian Law on Science and StudiesThe statutes of are approved by the Government and the rights and obligations of its owner are exercised by the Government. The LMT is accountable to the Government.

The RCL is composed of a Board, a Chairperson, a Vice-Chairperson, three Expert Committees  the Expert Committee on Humanities and Social Sciences, the Expert Committee on Natural and Technical Sciences, the Committee for Research and Higher Education Policy (under formation)  and an Administration.

Academic Activities

Professor Juozas Augutis’ principal research areas include energy security, assessment of critical infrastructure, probability theory, risk analysis, and system reliability. He is the author of a monograph, a problem-solving textbook, and more than 200 scientific publications. He has taught courses in Risk Analysis, Reliability Analysis, Energy Security, Mathematical Analysis, Probability Theory, and Queueing Theory.

Prof. Augutis has been a member of the European Safety and Reliability Association (ESRA) since 2012, a full member of the Lithuanian Academy of Sciences since 2011, Deputy Chair of the Lithuanian Education Council since 2013, a member of the Lithuanian Science Awards Commission since 2007, and an expert for NATO’s Science for Peace and Security Programme since 2012. He is also a member of the Lithuanian Mathematical Society and the Lithuanian Statistical Association.

Prof. Augutis has been awarded the title of Honorary Doctor by Dnipro University of Technology and Mariupol State University.

In 2005, Prof. Augutis received the Lithuanian National Science Prize for the research cycle “Deterministic and Probabilistic Studies, Engineering Solutions and Their Implementation for Improving the Safety and Reliability of the Ignalina Nuclear Power Plant (1994–2004)”. In 2010, he was awarded the Zigmas Žemaitis Medal for contributions to Lithuanian education, science, and national spiritual culture. In 2012, he received the Honorary Distinction of the Lithuanian National Committee of the World Energy Council for merits in the energy sector. In 2019, he was invested as a Knight of the French Order of Academic Palms. In 2025, he received the Honorary Badge of the Ministry of Education, Science and Sport of the Republic of Lithuania for his long-standing and significant contribution to higher education development and academic leadership.

For his achievements in science and education, Prof. Augutis has also been awarded the Second-Class Santaka Honorary Badge, the First-Class Kaunas District Honorary Badge, and has been granted the title of Honorary Citizen of Vyžuonos Region.

The main aim of the Lithuanian Research Development and Innovation Liaison Office in Brussels (LINO) is to strengthen European research cooperation facilitating the successful integration of Lithuanian researchers into international research projects and to monitor, analyse and report on developments in EU research and innovation policy.

The activities of LINO office embrace, but are not limited to:

  • Information exchange covering research and innovation policy issues as well as project opportunities
  • Promotion of the Lithuanian RDI strengths and interests via active dissemination and targeted meetings, seminars, etc.
  • Facilitation of interaction and networking with EU institutions and organisations.

LINO office is a member of an informal association of Brussels-based non-profit R&D Liaison Offices (Informal Group of RTD Liaison OfficesIGLO) from 27 European countries. IGLO aims to facilitate and enhance the interaction, information exchange and co-operation between Members of IGLO, their national research systems and the European institutions on issues related to EU RTD, in particular, the Framework Programmes.

LINO office is based at the Permanent Representation of Lithuania to the European Union. The activities were started in May 2017. More information on LINO Office web page.

LINO office is a part of EU structural funds project „The internationalisation of Lithuanian research – the development of RDI links (LINO-LT)“ financed through the specific measure dedicated to strengthening the researchers capacities 2016-2020. The project is implemented by the Research Council of Lithuania. The project also provides financial support for:

  • Participation of Lithuanian researchers in meetings with potential partners, info-days, brokerage events, consultation events,
  • Targeted foreign researchers visits to Lithuanian research institutions,
  • Short-term missions of research managers.
