About the Research Council

Research Council of Lithuania (RCL) is a science and studies policy implementing institution, which performs an expert and advisory function to the Seimas of the Republic of Lithuania and to the Government in matters of studies and experimental development.

RCL's mission – is to actively participate in the formulation of research, experimental development and innovation policy and to strive to make Lithuania's system of research, experimental development and innovation effective and in line with the expectations of Lithuanian society and global challenges, by applying organisational and financial instruments for competitive funding of scientific research.

The overarching goal of the RCL is to increase the value, efficiency and impact of science. This is achieved by developing activities along the following main axes:

  • to make science funding more efficient,
  • develop Lithuania's scientific community,
  • implementing the principles of open science.

As part of Lithuania's science policy, RCL:

  • perform an expert function,
  • conducting scientific performance evaluations,
  • administers the most important programmes for the development of Lithuanian science,
  • represents Lithuania's interests in science and experimental development issues in working groups of the European Union member states and in many international organisations,
  • implements competitive funding for science programmes.

The activities and structure of the RCL are set out in Lithuanian Law on Science and StudiesThe statutes of are approved by the Government and the rights and obligations of its owner are exercised by the Government. The LMT is accountable to the Government.

The RCL is composed of a Board, a Chairperson, a Vice-Chairperson, three Expert Committees  the Expert Committee on Humanities and Social Sciences, the Expert Committee on Natural and Technical Sciences, the Expert Committee on Science and Studies Policy (under formation)  and an Administration.

Scientific Secretary of the Research Council of Lithuania since 2015

Graduated from Vilnius University in 2004 with a Bachelor of Biochemistry and a Master of Science in Microbiology. In 2010, on a joint doctoral programme between Vilnius University and Nature Research Centre, obtained a biomedical doctor’s degree. Between 2001 and 2003 worked for Aukstieji Algoritmai analysing pharmaceutical research articles, and between 2002 and 2017 at the Nature Research Centre’s Laboratory of Aquatic Ecotoxicology. Between 2009 and 2015 was a Senior Specialist at the Science Policy and Analysis Division of the Research Council of Lithuania.

Dr. Cimmperman’s scientific interests and work include ecotoxicological research using various microorganisms, the study of oxidative stress enzymes, the ecotoxicologic effects of heavy metals and nanomaterial on freshwater algae and research into hazardous substances in the Baltic Sea Region.

Since 2006 she has been actively involved in the Lithuanian Society of Young Researchers, and in 2016 was awarded the honorary title of Lithuanian Young Researcher. Since 2016, she’s been a member of the Academic Council of the Kaunas Forestry and Environmental Engineering University of Applied Sciences and a member of the Lithuanian Society of Plant Physiologists. Dr. Cimmperman is a representative of the Research Council of Lithuania, coordinating the Biodiversa programme in the group and is also a member of the Lithuanian National Commission for UNESCO and the Lithuanian National Committee on Climate Change.

Between 2005 and 2008 received a doctoral programme scholarship from the German Environmental Agency and trained in the Leibniz Working Group on Freshwater and Freshwater Fish and Biochemical Regulations in Berlin. In 2009 trained at Paul Verlaine University of Metz in France. Research topics, along with a co-author, published scientific articles, and lectured at international conferences and symposia in the USA, Hong Kong, Greece, France, Germany, the Netherlands, Switzerland and elsewhere.

Worked and coordinated various projects. Led a project under the 7th BP OMC-NET activity ‘Coordination of Research Policies in Regions and Countries’ (2010-2011), administered the EU Structural Funds project ‘Database Lituanistika’ (2011-2012), coordinated the FP7 project ‘Policy measures for the economy’s efficiency through the economical use of resources’ (2012-2015). Was the main organiser of the research camp-seminar ‘Idėjų Kalvė’ (2008-2011), the coordinator of the Grundtvig learning partnership project ‘Let’s combine creativity and innovation in adult learning’ (2009-2011), and an expert at the national stage of the EU young researches (2010-2016). Dr. Cimmperman was a coordinator of the expert group (in 2014), preparing the feasibility study ‘On the Need and Opportunity of Lithuania’s Participation in the European Neutron Source in Construction’ and the insights of national research programmes ‘Linking Future Technologies’, ‘Healthy Ageing’ and ‘Agro, Forest and Water Ecosystems Sustainability’.

The main aim of the Lithuanian Research Development and Innovation Liaison Office in Brussels (LINO) is to strengthen European research cooperation facilitating the successful integration of Lithuanian researchers into international research projects and to monitor, analyse and report on developments in EU research and innovation policy.

The activities of LINO office embrace, but are not limited to:

  • Information exchange covering research and innovation policy issues as well as project opportunities
  • Promotion of the Lithuanian RDI strengths and interests via active dissemination and targeted meetings, seminars, etc.
  • Facilitation of interaction and networking with EU institutions and organisations.

LINO office is a member of an informal association of Brussels-based non-profit R&D Liaison Offices (Informal Group of RTD Liaison OfficesIGLO) from 27 European countries. IGLO aims to facilitate and enhance the interaction, information exchange and co-operation between Members of IGLO, their national research systems and the European institutions on issues related to EU RTD, in particular, the Framework Programmes.

LINO office is based at the Permanent Representation of Lithuania to the European Union. The activities were started in May 2017. More information on LINO Office web page.

LINO office is a part of EU structural funds project „The internationalisation of Lithuanian research – the development of RDI links (LINO-LT)“ financed through the specific measure dedicated to strengthening the researchers capacities 2016-2020. The project is implemented by the Research Council of Lithuania. The project also provides financial support for:

  • Participation of Lithuanian researchers in meetings with potential partners, info-days, brokerage events, consultation events,
  • Targeted foreign researchers visits to Lithuanian research institutions,
  • Short-term missions of research managers.
