Expert activities
The Research Council of Lithuania (RCL) has been performing its expert evaluation functions since its establishment in 1991. The RCL proposals and recommendations regarding the country’s scientific issues and strengthening of the international relations of Lithuanian science are submitted to the Seimas and the Government.
The RCL organizes the evaluation of research and arts activities in Lithuania, assesments of research and art doctorate programmes. It submits conclusions regarding the authorisation of Lithuanian research and higher education institutions to award doctoral degrees, provides assessments of long-term institute programmes, and prepares a roadmap for the country’s research infrastructures.
The RCL also invites experts to evaluate proposals submitted for funding of research and research-related activities, as well as reports of funded research.
Lists of experts who have conducted expert evaluations for the previous calendar year are published publicly.
The RCL advises the Seimas and the Government on matters related to science and the training of scientists, administers competitive research funding, and evaluates scientific activity in Lithuania. It enlists the help of experts to carry out these and other activities. The RCL compiles information about them in the Expert Database (EDB).
Experts may include Lithuanian and foreign scientists, artists, qualified researchers, and practicing specialists from various organizations, business, manufacturing, and other fields of activity who meet the minimum requirements for this role.

Contract Formation
A contract for the commission of an original work is drawn up for the performance of an expert task; it includes general and specific contract terms:
- The general part of the contract is the same for all RCL experts and is not signed by the parties. We invite you to review the general part of the contract (for authors or co-authors)
- The specific part of the contract is concluded with each expert individually.
What do the experts do?
The experts of the RCL prepare conclusions on the programmes under consideration, analytical studies, insights, and evaluate scientific research projects, reports and other scientific works, as well as activities of research and higher education institutions or separate areas of activity. They may be invited to submit suggestions and comments on draft legislation and other papers, related to scientific policy and strategy, submitted to the RCL for evaluation.
How to become an expert?
A person who may be invited to perform expert work for the RCL must meet the requirements specified in Chapter III of the General Rules for the experts of the Research Council of Lithuania and their activities and must be registered (having completed the questionnaire) in the RCL Expert Database (EDB). When filling in the questionnaire, it is necessary to provide data about your academic and professional competencies. The questionnaire takes 15–30 minutes to complete. The questionnaire is filled in parts, so after filling in one or more parts and saving the information, you can continue filling in the questionnaire at another time convenient for you. The RCL may also specifically invite an individual to become an expert. In this case, it is sufficient to express your consent via email to be registered in the EDB.
How is an expert commission formed?
The RCL experts are selected and expert commissions are formed in accordance with the general rules for the appointment and activities of experts of the Research Council of Lithuania. Depending on the object to be evaluated, experts are selected according to their expert competencies and abilities necessary for the evaluation of that object. When forming an expert commission, it shall be also taken into account whether the expert work of the members of this commission will not cause a conflict of interest.
Expert Work
Candidates for the RCL expert positions shall be notified about the proposal to perform expert work by phone or email, indicating the essence of the task, as well as deadlines and method of its performance. A copyright agreement shall be concluded with the persons who have agreed to perform the task proposed by the RCL. Before beginning expert work, the “Expert Commitment” must be signed in the “User agreements and commitments” section of the expert database.
Remuneration for the experts’ work
The experts receive a remuneration for their work. The remuneration for the experts’ work depends on the task, the object to be evaluated, the nature and complexity of the evaluation, etc. Typically, the work of an expert commission evaluating proposals or reports consists of an individual and group evaluation of the object in question. The remuneration for the work depends on the number of proposals or reports evaluated by a member of the expert commission according to the established fee rate. The fee rate for the individual evaluation of the most frequently evaluated proposals and reports are as follows:

Remuneration for group evaluation also depends on the number of proposals or reports considered and the fee rate. The group evaluation fee is 9–17 Eur for the evaluation of one research or dissemination proposal or report and is related to the participation of experts in the meeting.
Remuneration for the preparation of exceptional tasks – programmes under consideration, analytical studies, insights, is determined separately each time, taking into account the scope of the task, complexity, its originality, urgency, as well as historical data on remuneration for similar tasks.
Lists of experts who have performed expert evaluations are published annually for the preceding calendar year (in previous years, for the last two calendar years).
