Open science
The Research Council of Lithuania is the institution coordinating open access activities in Lithuania. The decision was made on the submission of the Ministry of Education and Science and in response to the 2013 request made by the Secretariat of the Lithuanian National Commission for UNESCO to appoint the institution responsible for open access to research information.
The Council collects and systematises the data on open access databases used in Lithuania, on legal, financial and other developmental aspects, participates in the open access policy formation and encourages dissemination of the open access concept.
The Research Council of Lithuania and the Ministry of Education and Science appoint Lithuanian representatives to the European Commission (EC) national representatives for research data group. The group was initiated in the end of 2013 on the EC initiative while implementing the 17 July 2012 recommendation for open access to research data and its preservation (2012/417/ES). Every 2 years, the participant countries have to report to the EC about the actions taken following the aforementioned recommendation.
In 2014, the Research Council of Lithuania became a partner of the international project 'Open Access Policy Alignment Strategies for European Union Researchers'.
In Lithuania, the public and private institutions are required by law to make any research results public.
'1. In order to ensure transparent use of funds and the quality of the research conducted using the funds from the state budget and to foster research development, all the results of research conducted in state research and education institutions should be made public (on the Internet or by other means) insofar as it is consistent with the laws regulating intellectual property rights and commercial, state and public service secrecy protection. 2. The results of research conducted using the funds from the state budget in private research and education institutions should be made public (on the Internet or by other means) insofar as it is consistent with the laws regulating intellectual property rights, commercial and state secrecy protection.' The working group for open access to research data and the research group under the Lithuanian National Commission for UNESCO distributed their 'Request to the Lithuanian science and higher education institutions on open access to research data', in which they stated having noticed attempts in forming the open access policy, preparing provisions and recommendations for open access to university research papers and results, organising seminars for the science community and disseminating the information on open access and its benefits to the society.
Today, the following open access databases are available in Lithuania:
national aggregated open access repository – the Lithuanian Academic Electronic Library eLABa; this information system includes e-documents, such as theses and dissertations ETD. The installation of the repository and its development is the responsibility of the Lithuanian Research Library Consortium (LMBA) and the Lithuanian Research Library Informational Research and Study Infrastructure Maintenance and Development Consortium (LABIIMSPPK); The data stored in the Lithuanian Academic Electronic Library eLABa becomes accessible in international aggregated databases DART-Europe, DRIVER, NDLTD and others;
inter-institutional research publication and research data archives: The Lithuanian humanities and social sciences research data archive LIDA, the full-text database Lituanistika, the national open access research data archive (MIDAS);
institutional research databases: The Registry of Open Access Repositories Mandatory Archiving Policies, ROARMAP, states that there are 3 institutional repositories in Lithuania: the Lithuanian University of Health Sciences, Vytautas Magnus University and Mykolas Romeris University open access databases.
The Lithuanian research and higher education institutions participate in international projects and initiatives on open access: 7th Framework Programme projects OpenAIRE and OpenAIREplus.
