Focus | EUREKA Network projects is a funding programme for international R&D projects. The Network projects programme eases collaboration between organisations in Eureka countries offering the freedom to design project proposal and build a consortium. With limited eligibility criteria and minimal paperwork, taking part accelerates access to public funding. This programme intends to finance the implementation of market-oriented science and business R&D projects in line with the international collaborative research and development network of the Member States of the EUREKA program. This instrument aims to increase the level of internationalization in scientific activities - promoting internationalization in R&D activities (implementation of market-oriented science-business R&D projects through the intergovernmental EUREKA network). |

Focus | EUROSTARS is a EUREKA network programme and is the largest international funding programme for SMEs wishing to collaborate on R&D projects that create innovative products, processes or services for commercialisation. EUROSTARS is part of the European Partnership on Innovative SMEs. The partnership is co-funded by the European Union through Horizon Europe. This instrument supports innovative small and medium-sized enterprises (SMEs) and their partners (companies, universities, or research centers) by promoting their international collaboration in financing research and experimental development projects. The aim of these projects is to create a new product, process, or service that can be commercialized in European and global markets. The project consortium is led by an innovative SME from one of the 37 countries of the EUROSTARS network. The project consortium is composed of entities from at least two participating countries with at least one organisation from the EU or Horizon Europe Associated Country. |
Funded activities | R&D, starting from technology concept formulation to the prototype evaluated by customers. If there is no Lithuanian company involved, universities and research organisations will not be eligible for public funding and can only participate in a Eurostars project on the basis of self-funding. |

The goal is to promote the transfer of scientific knowledge and the development of innovative R&D products to support the growth of spin-off companies.
Spin - offis an innovative company established no more than 3 years before the announcement of the application call, where the founder or one of the founders is either a research and academic institution, or the company is focused on commercializing R&D products in collaboration with research and academic institution (e.g., through a licensing agreement).
Funding is provided to support commercialization of R&D products developed in spin-off companies, based on the classification of Technology Readiness Level (TRL) stages:
- R&D activities from TRL 7 to TRL 9 can be implemented with funding of up to 120,000 EUR, and the duration must not exceed 15 months from the signing of the funding allocation agreement.
- R&D activities from TRL 7 to TRL 9, including the certification of the R&D product, can be implemented with funding of up to 150,000 EUR, and the duration must not exceed 24 months from the signing of the funding allocation agreement.
Eligible applicants:
- Research and academic institutions that have signed a licensing agreement with a spin-off company or have committed to creating a spin-off company.
- Spin-off companies developing R&D products, provided they have signed a licensing agreement with a research and academic institution.
The spin-off company must be registered in Lithuania and originate from Lithuanian-based research and academic institutions.
Funding intensity – 100%.
Allocated funding:
- The funding provided to a spin-off company is de minimis aid, in accordance with the de minimis aid regulation.
- State aid can be granted to a spin-off company that has exceeded the total de minimis aid limit for a single company.

Focus | The measure aims to foster cooperation between science and business sectors by implementing joint projects based on sustainable partnership. This funding tool facilitates the development of prototypes for new market products or services based on R&D results obtained by Lithuanian Research and Studies Institutions. The instrument fosters the involvement of PhD students and young scientists whose research topics are related to the topics of the products developed in the projects. Additionally, private sector investments in R&D activities are encouraged within these projects. Projects are encouraged to align their expected outcomes with the higher stages of the R&D activities. |
