Eureka Invites Applications for Disaster Resilience, Response, and Recovery Projects

Advanced technologies—from smart communication systems to autonomous rescue solutions—are increasingly being used to prevent disasters, respond to crises, and support recovery from both natural and human-induced disasters. To foster the development of such innovations in collaboration with international partners, the Research Council of Lithuania (RCL) has launched a call for applications for Eureka Network R&D projects under the Disaster Resilience, Response, and Recovery Call for Projects.

Up to EUR 900,000 has been allocated to the call, with a maximum funding amount of EUR 300,000 available for the Lithuanian part of each project.

According to Dr Lina Kisielė, Head of the Research and Business Cooperation Division at the RCL, recent years have demonstrated that disasters can take many forms—from natural hazards to geopolitical threats and the consequences of war.

"We are living in a time when societal resilience has become not only a matter of national security, but also one of research and innovation. It is therefore essential to bring together international expertise and jointly develop solutions that help prevent disasters or enable a more effective response when they occur," she says.

The call supports international, innovation-driven R&D projects focusing on disaster resilience, response, and recovery. Projects are expected to develop new products, processes, or solutions that help save lives, reduce the impact of disasters, and strengthen societal resilience.

Eligible international partners may come from Austria, Belgium (Flemish Region), Chile, Spain, South Africa, Türkiye, and Ukraine.

Eligible R&D project areas include resilient construction, search and rescue, communication systems designed to operate during crises, waste management solutions for debris and rubble removal, medical devices, and other innovative technologies.

Previous calls have funded projects such as virtual reality training for emergency medical response and autonomous smart delivery solutions for emergency services.

"The results of previous projects demonstrate that innovation in disaster management extends far beyond traditional civil protection. It often involves advanced digital technologies, artificial intelligence, and autonomous systems that enable faster response and more efficient coordination of emergency assistance. We hope this call will also inspire bold ideas that contribute to building a safer and more resilient society," says Dr Kisielė.

The application process consists of two stages: submission of an international application and submission of a national application.

The international application must be submitted by the international project coordinator through the Eureka SmartSimple application platform. The international consortium must include at least two independent legal entities from a minimum of two countries participating in the call. No single country or project participant may receive more than 70% of the total project budget.

Lithuanian applicants are eligible for national funding provided that they have submitted an international R&D project proposal under the Eureka Network Projects programme with an international partner, in accordance with the rules of the international call. National applications must be submitted to the Research Council of Lithuania in accordance with the procedures specified in the national call.

Eligible applicants for national funding are Lithuanian higher education and research institutions (HEIs). Each application must include a mandatory project partner that is a private, profit-making legal entity engaged in economic activities and meeting the criteria of a small and medium-sized enterprise (SME). Additional partners may include both HEIs and SMEs.

International applications must be submitted via the Eureka SmartSimple platform by 26 October 2026, 17:00 CEST. National applications may be submitted from 23 June 2026 until 26 October 2026, 17:00 (Lithuanian time).

Projects are expected to start in the second quarter of 2027, and their duration may not exceed 36 months.
