RCL Presents Recommendations for Strengthening Internationalisation
The Research Council of Lithuania (RCL) has prepared recommendations on the promotion of internationalisation aimed at systematically strengthening the integration of Lithuania’s research and higher education system into the international research landscape.
The document provides recommendations on priority directions for international cooperation as well as criteria for assessing the effectiveness and long-term potential of the RCL’s international collaboration activities.
The recommendations were prepared by an RCL working group involving experts in science policy and international cooperation, together with representatives of the academic community. The preparation process included an analysis of international cooperation practices among Lithuanian research and higher education institutions, as well as the experience of research funding organisations in other countries.
As part of the process, a survey of Lithuanian research and higher education institutions was also conducted to assess their views on international cooperation priorities, RCL funding instruments, key research fields, and their interconnections. Thirteen institutions participated in the survey, and the insights they provided helped substantiate the geographical cooperation priorities and internationalisation measures proposed in the document.
The recommendations also propose the preparation of a five-year implementation plan for international cooperation, clearly defining priorities, monitoring indicators, and impact assessment criteria. Suggested evaluation indicators include the scope of international joint research programmes, publications with foreign partners, international mobility, trends in project success rates, the social and economic impact of research results, and their international recognition.
These recommendations will contribute to a more consistent development of the RCL’s internationalisation policy, the establishment of stronger international partnerships, and improved conditions for Lithuanian researchers to actively participate in addressing challenges at the European and global levels.
