Survey: 70% of respondents positively evaluate the Research Council of Lithuania
A representative survey shows that 70% of respondents positively evaluate the activities of the Research Council of Lithuania (RCL), representing more than two-thirds of individuals who work with or participate in the institution’s activities.
The study covered six main target groups—from research and higher education institutions to ministries, project implementers, and students—allowing for a comprehensive assessment of RCL activities from the perspective of different stakeholders.
“70% positive evaluation demonstrates that the RCL operates in a highly professional manner and is a reliable partner to the academic community. This is the result of consistent work and a clear strategic direction, which we will continue to strengthen by ensuring the high quality and transparency of our decisions,” said Dr. Gintaras Valinčius, Chair of the RCL.
Highest ratings among groups directly benefiting from activities
The most favorable evaluations of RCL activities come from respondents who are directly involved in programmes or project implementation:
- students – 90%,
- project implementers – 74%,
- representatives of ministries – 76%.
Representatives of research and higher education institutions rate the RCL at 70%, while slightly lower but still clearly positive evaluations are observed among applicants (65%) and representatives of other public sector institutions and associations (67%).
This distribution indicates consistently positive evaluations of the RCL across all groups, while also highlighting differences in stakeholder experiences.
Evaluation based on concrete interaction experience
The survey assessed key aspects of RCL activities, including the soundness and transparency of decisions, clarity and timeliness of communication, accessibility, dialogue with the community, and international engagement.
Thus, the results reflect not an abstract institutional image, but actual experiences of cooperation with the RCL.
Robust methodology and representative data
The survey was conducted in March 2026 and included 1,455 respondents from different target groups. A mixed data collection methodology (online and telephone surveys) was applied, ensuring the reliability and representativeness of the results. The evaluation indicator was calculated as the share of respondents who positively assess RCL activities out of all survey participants.
Data to be used for further improvement
A more detailed analysis of the results is currently underway. Based on this analysis, the strengths of RCL activities and areas for improvement will be identified, with the aim of increasing operational efficiency and strengthening cooperation with the research community and partners.
